„Reliable Network Fallback“

So if your iPhone thinks it’s on Wi-Fi, but the TCP connection setup attempt is not succeeding, then very rapidly, it will initiate a second parallel connection over cellular data. Now, it won’t kill the Wi-Fi connection. It won’t give up on it. It will let that one continue to run in parallel and if that one completes first, that’s great. You have a connection over Wi-Fi.

But if it doesn’t, and the cellular connection completes first, then that’s the connection your application will get with a delay so short, the user won’t notice anything odd.
